Don't see the point in signing Duncan, kind of the same player as Kessie (unless Duncan is the alternative) because he would make it impossible to sign another non-euro player this mercado).
In my opinion we should only sign one young and talented midfielder this summer together with a top class player prefferably not someone as old as Fabrégas. Because it means Locatelli will get more playing time. If we do sign two young midfielders which means no top class player now. It will mean that the top class player will come next year and Locatelli will be benched.
Btw I'd rather have Duncan because he uses his powers better than Kessie. For example Kessie tries to be a technically gifted player which he isn't in my opinion while Duncan will just do the dirty work and then pass the ball of. In some ways Kessie reminds me of Muntari to be fair.
Personally, I'd rather see Jack back on the left wing. That's where he played his best games with us last season, even better IMO than his playing as LM this season. That way we won't have to rely on Deulofeu coming back and add at least two new players to overhaul our relentlessly mediocre midfield.

The non-euro player transfer limit is only for players coming from outside Italy.

Speaking of making money by outgoing transfers, there is strong rumour that Diego Costa to China for 90 million, surely a team is willing to pay half that for Bacca? We can hope right?

Looks like we're going for a youthful group. Pellegrini, Kessie, Kovacic, Duncan for the midfield looks most likely targets right now. Kessie will be a superstar rather quickly, but Kovacic is top of my list tbh.
Apparently Chelsea were after Kessie and offered full asking price. He wants to stay in Italy apparently.
I know Emery thinks highly of Bacca, but I doubt PSG management would spend the money on him, they'd probably boycott that transfer rather quickly. 30 year old scoring less than 15 goals per season & in decline. To me, I wouldn't say he's worth more than 15m currently.
Roma have apparently pretty much matched our offer for Kessie (28m plus bonuses, 1.8m per year plus bonus). It's up to him who he picks, but apparently we're in the lead as Roma haven't dealt with either him or his agent, plus we can actually offer more guarantees.
Also, it seems the plan for Pellegrini might be to try and agree a deal with Sassuolo, not Roma. Basically, if Pellegrini refuses Roma and we can agree terms with Sassuolo, we can have him without dealing with Roma. Bear in mind it's said the player is keen to join the club, apparently being fond of Montella.
On Duncan I'm not convinced, I've never really rated him even if he can be a useful squad player.
Dolberg is also on the list, but also Montella stated he'd rather a smaller technically gifted forward than a target man. Not to say Dolberg doesn't have technical ability, but I'm not fully convinced in what he can bring.

Dolberg isn't ready yet lets see if he can really prove himself in Eredivisie first. Talking about Ajax players Hakim Ziyech is ready for the next step for 20 Million he could be interesting. And Justin Kluivert also seems exciting however like Dolberg he isn't ready yet

If this is the plan, than I am all for it. Don't want to get screwed by Roma again like with Bertolacci (although I know that was a different case as he was co-owned and we had to deal with Roma anyway). In this situation, Pellegrini actually has a choice, and Sassuolo can bank a few extra million too. Win-win situation for everyone involved, except for Roma (assuming Pellegrini wants to actually play for Milan).
So if we really are planning on going for Pellegrini also, I wonder if we really want to get 3 midfielders and "revolutionize" the midfield as some reports were saying....especially as the Kovacic rumors won't go away either.
Kovacic, Pellegrini, Kessie in one summer would certainly be a right step towards a good future.
