We can't really say Milan doesn't value quality young players. Cutrone and Donna are examples. I guess Locatelli is just not that good.
With regard of Locatelli, Leo blocked the transfer of Locatelli to Sassuolo soon after he joined Milan. This should give strong signal that we value him and trust him to be our important player in the coming season. Based on the decision Leo has made, I suspect that Locatelli does want to leave and shows no desire to come back to Milan. It is absolutely a joke if we sell him for peanuts (2 mil loan plus transfer fee) in order to be able to get somebody else.
It will be unpleasant to see Locatelli departure but if this move without buy-back option is really his wish I will start to treat him as outsider just like Cristante now. Life must go on.
New contacts will take place today between Milan and Chelsea to try find a final agreement over the transfer of Bakayoko on loan with option to buy for €35M [@DiMarzio]
It seems pretty clear to me: Locatelli isn't good enough yet. Milan does not want to sell. He wants to leave. Milan decides to respect his desire.
If Locatelli doesn't want a buyback, then he hates Milan. If Sassuolo doesn't want a buyback, then they rate him. Or, Milan doesn't want it because we may not rate him that high to want a buyback.
I don't think we will find out or that would matter. Either way, a buyback option would definitely reduce what you can get now.
This Locatelli saga shows a stepback in the club management that upsets me. The new management brought hope for fans, including myself. Though, they can't even keep a prospect player. Here is my rant:
If Locatelli is not THAT talented, then why they came out and stopped the transfer in 1st place
If Locatelli is as talented as it appears, they should keep him, or just loan him out w/o obligation
If Locatelli does want to leave and never want to be back (which is quite sad), put in a 25% sell-on clause, not just 2 mil bonus.
Finally, if we want to catch up with Juve, then we better learn from them in growing and dealing with youth players...

Cristante took almost 3 years before a club give him consistent playing time and people are thinking that he will would turn out good sitting on our bench for that numbers of years. Same goes for Locatelli, we can't afford to jeopardise our results by giving him playing time. He have been getting worse and there is no way he would improve sitting on the bench. He had a few good games 2 years ago and that's about it. If we have a buy back option then great, if not I won't cry about it. Keeping him would not help us now, that's what matters. Locatelli is not like Calabria who have grab whatever chances he have and done well. Just sell him if that's what he want.

We are not like Juve because we don't have the money to burn. Juve go around buying up young talents and loan them out to grow. That cost money which we don't have at the moment so no point whining.
