@Nicolas I am not sure that fans rating a player is always matching managers' rating. Kessie is not necessarily seen the way you describe him.

Sure, fans base their opinions of players on much less data than the people who see them perform at training every day, which is why the club’s eagerness to sell Kessie is a clear indication to me. 

Giampaolo has publicly urged the club to keep Suso when the rumours of his departure were intensifying, he has said nothing about Kessie. 

It also speaks volumes of Kessie’s decline since his Atalanta days, where he was a hot commodity, that the only club that seemlingly made a move for him this summer was Wolves. If he is such a gem of a player, simply misjudged by some fans such as myself, surely a host of mid-size to larger clubs would be after him, especially with his ’low’ asking price in mind.

If something like this is valid for Kessie, why isn't it for Bennacer? Seems like there was no competition for him. Just as an example.

Well, we got lucky with Bennacer. Since we strike the deal with Empoli before the AFCON or else nor Empoli would have sold him that low nor we could have afforded and don't forget that Arsenal didn't exercise Buyback clause if that would have been Spanish teams they won't have let him go that easily.

This is pure speculation on my part; but we could have struck some sort of batch deal with Empoli for both Krunic and Bennacer early in the summer. As far as I remember Empoli’s Corsi publicly acknowledged that he was going to Milan, even before all of the financials were in order. Normally the selling club would try their utmost to entice other clubs to enter a bidding war to increase the price, but Empoli almost seemed to do the opposite. I might be completely wrong, but it could also explain our somewhat surprising pursuit of Krunic.
I don't think you are wrong Nicolas. It makes a lot of sense that something like that happened. Relationships count for a lot in football, and especially in Italy.

Also, like Rishav kant said, Borussia and Galatasaray apparently made bids, but Bennacer wanted to keep his word to Milan. I believe he said something within these lines as well.

There was also interest from other clubs but it seemed minor
