The thing is, we've seen this predicament in our own squad in recent years. The difference is that the last few years we've always had certain quality individuals (Ibra or Thiago for example), to rely on to bring home consistent results, while this year we're following a clear project and building.
Inter aren't really building as much as they are just seemingly randomly buying, and Strama can't rely on Milito, Samuel or Cambiasso regularly (the quality players who can get results) as they aren't available frequently enough.
They have no real identity or direction and until they find this they won't be successful.
I wonder if Inter hasn't become the good old Inter again ... Buying players just for buying players and not because they need them.
