I forgot to mention a couple of points in my post earlier. The stadium will have a retractable roof, like Ajax's stadium.
There's also been rumours that the capacity isn't totally fixed and could increase in the future should Milan get back on track. I think what Reza says is totally true though, all this is a waste unless things start improving from the sporting side.
I think a big part of the design is to make the stadium fit in it's surroundings naturally. You can see this in the last concept picture I put. An oval style design would generally look more out of place in the heart of the city.
The other thing is the design appears to me to more like a complex to house stores and things. I can imagine that the block structure gives space for all this, something I doubt is possible in a more circular structure.
