We all know that the Italian FA did not let Pato play until January because he was still under the age of 18 by the end of the player registration deadline on August 30, 2007. If that is the case, how come Balotelli, who is still not 18 can feature in Serie A and Coppa Italia games?

Pato couldn't play because he came from South America and is Brazilian.. the regulations state that no player under the age of 18 could officially register with a European club if he is still a minor. However the Portugese clubs are the only exception as they can sign players from South America who are younger than 18.
Balotelli is an 18 year old ITALIAN (born and bread in Sicily) who was also brought up through Inter's youth system.
