Milan take the bonus offers seriously, it's just some of these players and agents see them as mirage. Not really fair to exclude the players out of all the talks since they should decide to fight in the pitch for their financial claims. The agents just always say oh we want everything firm.

The only thing that can be excuse for such long negotiations is that management are waiting to see whether Milan will qualify for CL or not. Maybe there is some kind of gentlemen agreement beetwen two sides (Milan and Donnaruma, Milan and Hakan) to negotiate after Milan secure CL spot. That can explain why Donnarumma and Hakan are not negotiating with other clubs. Maybe there are no negotiations at all.
Additionaly, there is bonus for press, because they can write whatever shit they want.

The clause will be still valid in the summer, while Atalanta are not interested in selling the 23-year-old in the January transfer window. Genius, we need him back. But 50 percent off, what is the original price? lol

If price is 20, then getting him for 10 is ok. But if they wanna set the price insanely high, then there is no point. I have seen him a few times. His movement impresses me. I think he fits into Atalanta's set up nicely. Works hard. Good with the ball but not spectacular. But this works for them. I am still not convinced he'll be the same fit here. But for 10mil or so...probably worth the try.
