1- I was born in Iran, living in Canada most of my life. I have no Balkan connection so can't answer second question.

It's pretty safe now. If you avoid certain places and events (as football games   ).

Serbia. About accents, it's all about personal preferences,  ,but it's more complex. For example ,in Serbia , north (Vojvodina) have different accent (which further divides into 3 accents), Belgrade, eastern Serbia ,central Serbia southeast and southwest Serbia also have different accents. Croatia have different accents on north and south (Dalmacija) That's that I know of ,so most likely it's even more. Bosnia and Hercegovina (full name of Bosnia) also have different accents in Bosnia and in Hercegovina, but that again might be even more ,etc... I guess it's same for other countries. So ,that's lot of sexy talk going around
