That sounds like journalist crap to me. His contract is expiring within a month and according to the Bosman he is free to negotiate a new contract with another team 6 months before his current deal runs out (at least it was like that before). At this point it is none of PSG's business where he is going, he will complete his contract anyway... This is Raiola's and Ibra's game, not PSG's.
And just for the record, I don't think he'll end up at Milan either. With no sale, it wouldn't make sense to sign him, as he costs too much and he is not Italian.
