Berlusconi is accused of channelling at least $700,000 to Mills nine years ago, according to Italian media reports.
In return for the money, the prosecutors allege, Mills gave false testimony in Berlusconi's favour during trials in 1997 and 1998 related to Berlusconi's company Mediaset SpA.
Neither Berlusconi nor Mills has commented on Friday's development.
A judge in Milan will now decide whether to grant the indictments.
Politician has faced repeated accusations
Berlusconi, who is Italy's richest man, has faced previous corruption charges but has never been convicted.
In late 2004, he was acquitted in a case that wended its way through the courts for a decade.
Berlusconi had been accused of trying to bribe judges while attempting to block a rival businessman's takeover of the state-owned SME food group in the 1980s.
FROM DEC. 10, 2004: Italy's Berlusconi acquitted of corruption charges
The acquittal came after Berlusconi tried unsuccessfully to stave off a verdict by political means.
The trial was temporarily halted in June 2003, after his Forza Italia party pushed a law through parliament granting immunity from prosecution to Italy's top five political officeholders.
The constitutional court struck down the law in January of 2004, ruling that all Italians were equal before the law.
The colourful Italian leader has often accused prosecutors of having political motives for taking legal action against him.
The right-leaning Berlusconi calls them leftist sympathizers who want his political opponents to form Italy's government.
Berlusconi has held power in Italy since 2001.
Also he is a right wing freak who has sent troops to Iraq to kill Iraqis by being a big ally of Bush the criminal
