I think he knows he is naked as he just want people to take pics of his naked body.

To me, I just think he is not spending b/c he just don't want to spend anymore. Or the most positive spin I could think of is that he wants to make Milan crap in order for his wife to not want half of Milan. THen when the divorce is finalize, he will spend Perez money to bring the best players to Milan.
