It's even the contrary ...
Wolfsburg always said they don't want to sell the player. Dzeko had a 35M option to leave: no club tried to get him for that price.
2 weeks later, Manchester City comes with 40M, but there is no more option in his contract, and Wolfsburg refuses.
I'd say it's quite logical ... Now, Wolfsburg knows that some club could be able to spend a lot of money for the player and they set an asking price, higher than what they asked previously, for him.
This way, they can only win: 50M and as a consequence, money to complete/reinforce their team, or they keep their best striker.
