no, the rule is still there, I think that you simply misread it or something ... this rule has been discussed many times exactly because it is not very clear i.e. left up to the ref's judgement to decide when a player is involved and when he isn't involved in the play.
The way you stated the rule is how things used to be maybe 10 years and more ago but the "no interference, no offside" rule has been around for quite some time now.

Extra-time? They won 2-1 in the first game and now they're drawing 1-1. If I'm not wrong that makes it 3-2 for Liverpool over the 2 legs...
