If that's the case, then many members would have gotten banned already. No one is banned permanently because of one doesn't like another person.

the rules are here, but nobody reads it. LIke Dev said, someone can also report wrong-doing if they find one. We have been saying it all the time.

I'm not 100% sure with the editing rules, but I believe from what I've heard it was always supposed to be a 10 minutes editing time, but was for whatever reason changed to 24 hrs, but is now back to the original setting (as it was supposed to be).
