Negotiations were taken care of already, he was offered a raise (~7 million) and a long term contract as far back as summer 2019, yep 2019. There is little to no justification for a Milan player to get more than 7 but he was apparently offered more in early 2020 or may be late 2020, in any case already long ago.
For the record, I wouldn't even offer Maldini (as player) a 40 million release clause or a 2 year contract, if he was in his low 20s now. So if that is what negotiations are about then forget it, Milan needs a long term project not negotiations every year.
