Well, Zapata might cost 8mil transfer fee but his wage is a lot lower than Mexes. Thus overall, Zapata is cheaper.
If Zapata is error prone than Mexes is the same, on top of that, anyone with speed can just blow by him. Just ask Pato who he likes to face the most out of all Serie A CB and he will most probably say, Mexes.
Since that's your cheap and free addition, I will give you more, Slowdorf, Contra, Javi Moreno, Veiri, Rivaldo, Cafu, Stam, Pancaro, Favalli, Vogel, Dharasso, Crespo, JDT, Umit, Emerson, Sheva( second time), Hunter( part of Kaka deal), Senderous, Gouch, Papa, Boateng, and Flamini.
When you pick out those who failed and succeed in helping Milan, you will notice that with the exception of Javi Moreno, all those who failed were all pretty last minute purchase, aka panic buy or someone from bargain basement. Yes, Ibra and Robinho were both great buys and their price tags are steal for their talents, but Ibra' wages is really high, heck his wages alone is more an the starting 11 of Napoli when they played against Milan, while Robinho cost 18mil for someone who failed in two leagues in Europe while Hernanes cost Lazio 10mil. Both shined in Brazil the year before. Point is, there is nothing wrong with free and cheap buy, actually that's smart, but at least from Milan history of the past 10 yrs or so, e successful ones are usually the one who arrives in July or even before season's end while the failures were those who showed up toward e end of transfer window. If you can't see the difference in that, then I really don't know what to say anymore.

We shouldn't pay 8M for him when Yepes and Mexes are free and Ely is promising.
Taiwo: From what I saw, he is a slow decision maker. That could be costly. He can cover it with concentration and his physical advantage, but a slow thinker like him will find it hard if he wants to help the attack.
Robinho: I think without him and with Huntelaar, we still won the Scudetto, but Binho brings the dynamism to Milan, and we lacked that.
Seedorf: He is intelligent, but lazy. We should use his brain by playing some working bees around him. Binho (mentioned above) and Boateng are two great bees. Rino and Flamini can help sometimes. A match with Seedorf and 2 of Binho, Boateng and Rino/Flamini is safe. This season we will have another interesting player: Kingsley Boateng.
Aqua & Monty: They are cheap & free addition. The ratio of success is 1:2 can be counted as high.
Viudez, Caraciolo, Grimi, Montelongo, Mattioni, Gourcuff,... are not cheap & free addtion. None cost more than 1.5M. They are young players, and the success rate for them is very low.
I would like to comment the bold part. I think, he is a smart player though and could decide well. He needs however time to adapt. In his first games he really looked confused and played not comfortably but then he tried to play like Italian style fullback, focus defensive duty first then think about offensive one later. That's what he did best in the last game when he was injured. He was just solid there, really strong defensively and tactically he was also good. He did have good tactical awareness in that game. He didn't just kick the ball when he got it just to sweep his area, he did pass and look the player he wanted to pass to. But yeah, he was still not great offensively, he would learn (do) it that one later IMO. The last game he played shows that he could be a solid fullback, at least in the level of Abate has been offering to Milan, quality fullback defensively.

I think Taiwo is an upgrade to Zambro but not a huge upgrade since Zambro did not do any harm when he was not injured.
Mexes is a backup CB, and he is just a younger version of Yepes. He is better than Yepes but not a huge upgrade.
El Sharrwaay is talented but he still has not play one single minute for Milan yet.
Kingsley Boateng looks good, but he is only 17, even though Rooney made his name at 17, Everton only played him in the last 20 mins or so in order to groom him.
I agree with Siregar, if Milan is not a top 10 clubs in the world, then these additions seem pretty solid but this is Milan, only Barca won more CL than Milan over the past ten yrs.

I know the success rate of panic buy is much lower. However, are Monty & Aqua panic buy or patient strategy? Galliani is willing to wait until next summer for a free Monty (we linked with him long ago), while the rumor about Aqua started early. Is the unknown "gift" panic buy or patient strategy? I don't know, but I heard the "end of August" first from Galliani after we got El Shaarawy. Tried to find a link:

Even if all we get is only Aqua, I think it is a patience to haggle with the rich English club more than a panic buy.
EDIT: Sorry, I miss the "bargain basement" (2:43AM), but a bargain means there is a plan for it, so it shouln't be ruled out.

I hope you're right as Abate was hopeless in his first season. Taiwo can adapt faster because our coaches now have the experience to teach. I think the first lesson for him is how to read the match. Milan's style of play is not simple and Serie A is a league full of strategists. He can learn it in treatment time.
I didn't say he is idiot. There are different kinds of intelligence, so a person could take more time to learn a specific skill than the one who has nature talent for it. For now, he is solid but still slow.
I think If we get kaka' back it would be a solid decision , since flamini Is out that makes a big diffrence El - Shaarawy Is almost back still curious about em , we still have KPB , & we need taiwo to get healthy , for example we should line up In a 433 I'd hope , prob a 4312 , this would be a eazy overview ,
