This is penalty from yesterdays game in Serbian Superleague. It was game which decides which team goes to Europa League.

I'm confused, what was it actually given for?

That club which got penalty against them ,warned for days that game will be "stolen" and requested Mazic ,which is best serbian referee ,to deal with this game ,and it was agreed . but than UEFA said no ,cause they need Mazic "fresh and rested" for CL final ,and suggested to serbian FA to send another referee and FA sent this clown.

Because they need to go into Europa League
but from point of football rules ,there is no reasonable explanation. Btw, he's not suspended or grounded or anything ,but thre's huge pressure from public so it could change in days to come.
