This should be a no brainier. Why aren't they allowing something like this Reza?

100% this is the better idea. But the loans come in handy in place of a B team.
In Portugal, some of the teams have B teams and it plays a huge part in the development on some of the younger talent. Even if it's just giving them experience playing against Men.
Would mean someone like Maldini could be playing Serie B week in week out while still around to play seniors if needed. Same goes for someone coming back from injury. Play a game or two in Serie B to get some match fitness.

I thought they DID allow it. But there wasn'tmuch interest. Juventus I think wanted to (or actually did) register a team. But Milan opted not to.

I thought we were originally wanting to but changed our mind. But that wsa when the Li take over happened. 
Now, with this new rule, the discussion needs to be had again.

@Reza it's not a coincidence that Portugal tends to produce quality youngsters regularly... It's not that there's a magical well of talent, just that we give them the opportunity early

So I saw a report that said UEFA will limit the number of loans...BUT that will only apply to players above the age of 22 (might have been 23). So, it seems that the young players will not be affected by this change after all. (if that report is correct)

It seems that the main target isn't the young players, but the accounting practice of loan+purchase on established players like James Rodriguez, Coutinho, Higuain, and pretty much all players now.
