Yea, but he also knows that Tonali won't play in Serie B. So it's not like he holds all the cards here. 

Also, 10mil up-front payment is more or less an obligation. Tonali would have to be really bad here for us not to take that up. It also may be a "gentleman's deal"...where the "option" is more or less symbolic so that we can push off putting this on our balance sheet for a year (liabilities regarding payments, amortization expense, etc). 

I think the fact that Tonali is still at Brescia tells us that nobody adhered to Cellino's demands so far. This may be the best he gets, and honestly, it's a great deal for them. 
For us, I think 35mil is a bit overpriced for Tonali. But such is the market, and we're at least spreading the cost nicely. It also looks like he'll become a full time member of the Nazionale, so him going to the Euros next summer will raise his stock as well.

With Bennacer, Kessie, Tonali & Bakayoko....we'd legit have one of the top 3 Serie A midfields.

I don't know about them not getting deals unless Cellino is acting like Lotito did with SMS.
Window is not open yet, it's a short window but there is still time, especially since window closes after 3 games (I think that's how the schedule looks to be) and teams may panic already in early October. I am not saying Tonali will stay at Brescia until October but that there is still time for sellers.
