Kessie, Tonali, Bennacer is a good young core. Diaz could stay , Pogeba can come back and so on. I don't think Modric coming in for a year or two could be too bad.

Modric is 35 years old. Our philosophy of football now focus on high pressing which needs top fitness level. I don't think an old player like Modric suits the midfield position either offensive or center one. We could afford an experienced one only for CB. Ibra is an exception, he really doesn't look 39 years old.

i also disagree with modric, i think we need exp in midfield, but not in the form of modric, he is to old imo, and the position should be AMC imo, because we need backup in that position in case hakan leave, but also not someone old like 32++ years in that position, around 28-31 should be ok

Strootman , he comes with a lot of Serie A experience.

he has just missed 2 games due to injuries for Marseile since moving there back in 2018.
He hasn't had any serious long injuries crisis since 2015. He would be a great pick at very cheap price.
