I know you always lean on the side of youth. I don't disagree with you. But it's all a strategic decision. Just because Benevento went away from signing youth, it doesn't make them an "atrocious" team. Quite the contrary, they've proven to be the most solid of the promoted clubs. Still a long way to go, and more then that, we'll see how they hang on next year (assuming they stay up)...but as of now, their model is proving to be the correct one (for them). Their goal was to achieve safety, and they are well on their way to do that. So can't quite argue with their decisions at the moment.

As a supporter and a well wisher of Italian football, it would be good that that teams down the pecking order prefer focusing on scouting young players which in turn could be bought by other big club in Italy. It is easier to deal with Italian clubs for us than from German and French(who are now hotbed of talents). Italian club eagerly agree for loan deals which is not the case for outside leagues...

That certainly would be nice, and I am sure that most small club owners in Italy wish for success of Azzurri and Italian football in general too. but this is a typical scenario where individual interests may not fully align with the collective interest. if a club has a strategy that works to help them secure short-run success (or even just safety), like Benevento in our discussion, even if their strategy works against the larger good of Italian football, they should not be penalized. They are doing nothing wrong as ultimately only they are responsible for their own welfare. Some lower teams do regularly sell young talents to bigger teams, and have found success in doing so sustainably, but I am not sure how many of them are doing that out of pure warm glow.  Cheers.

Germans employs same formula and the whole of level of Bundesliga have kinda elevated but I don't blame them, Germany have always misued their youth in their history

How is Giampaolo still not fired? Torino have relatively good player's and shouldn't be in a relegation battle. Maybe good for us though. We might get Belotti or Izzo if they go down.
