Top players can definitively come in cheap whose contract are soon to expire but their salaries are 10M+ like Alaba, Aguero, Wijnaldum.
Brazil are currently are producing shit players  Our scouts are active in Europe, i.e Hauge, Roback
Buying too many inexperience and young talents doesn't make you a big club imo, look at Parma, they are fighting relegation despite having bought something like 5+ U21 players this transfer window(can't blame them, idiot Liverani didn't Incorporated them)

Some good Brazilians, I think if we signed any Brazilians under current management we'd be making better decisions. I think it was pretty damn apparent that Paqueta was no where near good enough to play for Milan. Just his pace alone was so frustrating, not to mention he had the awareness & defensive attributes of a Sunday league player. I never liked Paqueta since he played 4-5 games for us. The things he lacks take way too long to develop him into our expectations.
