Don't think UEFA needs more money by charging this so called luxury tax from clubs that want to break the rules anyway.

Salary cap and luxury taxes are fine, but it won't solve all the problem in European soccer. Take PSG for example, if they go over the salary cap by 100M, and have to pay 200M in luxury tax, they will just send the bill to their owner and have him write a check for it. The key for any North America system to work was that all the teams/owners/players worked as a collective and figured out an acceptable way to operate for all parties, nobody tries to circumvent the rules for their own benefit. That spirit of collaboration and trust does not exist at all in UEFA. I mean, are we really supposed to believe UEFA will come down hard and stop PSG from signing literally everyone out there for any reason ever? It is fine to have rules, but when the party that is responsible for upholding the rules plays favorites, those rules are effectively useless anyway.

P$G will keep using loopholes to do whatever they like. Have a Salary cap? then they'll just do sponsorship deals instead. Have a Luxry tax? They'll just pay it. 
Close the loopholes and punish ALL clubs breaking the rules. not just Milan.

A stronger FFP that is actually applied:
Teams can only spend up to 70% of revenue on player salaries. Income is calculated by match revenues, etc and yes sponsorship deals but how about capping sponsorships deals relative to revenue. In order to allow poorer teams compete abit more the 70% could be variable depending on revenue.

Random example:
If PSG say we made 500 million last year so we can spend 350 million on players then only 100 of the 500 could be allowed to have come from sponsorships.

This is getting closer to what I think could work. 
Although I think it needs tiers. 
eg. 
under 50m wages - 80%
Under 100m - 75%
Under 150m - 70%
Under 200m - 65%
Over 201m - 55/60%

That sort of thing would keep clubs a little closer together. And all payments would fall under this. Wages and Sponsorships

I am sure examples exist but solutions are not solving the corruption. So many of the people that pro super league are for it cause of less corruption but I am convinced it will not have that effect at all.

In the case of what PSG are doing the solution will be to strongly apply things that are possible and strengthen them if possible too, just because UEFA is corrupt doesn't mean those who circumvent them (PSG) are cleaner. My point is in UEFA vs PSG I will still side with UEFA. Even Super League vs UEFA. It is not an endorsement of UEFA, it is that the 'alternative' is not better.

100% this. it's all good to say the Super LEague is a "better" idea but who's to say it'll be any less corrupt. Particularly when you've got Agnelli and Perez as the two main guys pushing it.

If you are not EPL, PSG and probably Bayern, salary cap doesn't help or solve anything.

We were not even bringing in 200M when we did that. Yet we went in and spent way more then that. I believe our revenue was like 180M at the time (it still is, isn't it?). It's pathetic. 

PSG's revenue is close to 600M. That is about more then 3x Milan's. Now, most of that is through inflated sponsorships and what not...but that's a different discussion. That's UEFA for you
