We can sit here and cry about how none of the players out there are worth the money but fundamentally the price of a player is determined by supply and demand. Currently, supply and demand determined that all talented players are expensive, so we can either go with the flow or build our team without talent.
Our strategy can be to sit around and wait until the last week of August to try and score some cheap players like we do every year. But the risk is that all good players could be gone by then. So, personally, since we have the money, go and get some big deals done and try bargain shopping for one or two squad players at best.
The whole "I took less to play for this team" crap is nothing but agents earning their clients brownie points. Kondogbia is already one of the highest paid players in Serie A with his Inter contract, just how much higher were Milan really willing to go? Even if Milan offered more money (doubtful), the difference is marginal at best. I am sure he would be here with a Milan jersey in his hands if we offered him 5.5M a year. And if Kondogbia was really that sold on Inter to begin with, why even negotiate with us at all?

Fortunately it seems like Doyen is out of the picture now, as it's become clear to the club that the Galliani-Lucas partnership doesn't work.
Could it also be that we are aiming too high regarding the players we're trying to bring to the club? Honestly I think the club will need to realize that the image of Milan has taken a severe beating over the last three years. There have been so many articles and news stories about Milan's collapse, how we've gone from being one of the richest and best clubs in the world to becoming more or less a mid-level, semi-broke Serie A club. And let's not forget the coaches that have come and gone, the chaotic situation in the club's management, the curva not showing up for matches anymore and even the ownership situation.
In short it looks like Milan is in a state of total chaos, and our failure to get Kondogbia and Martinez tells us that this is seriously limiting what we can achieve on the market. Buying top international players will be very, very difficult for us, I think, even if we now have plenty of money to spend. We offered Kondogbia more money than Inter did, but we still didn't get him. We probably would have offered Martinez the same contract as Atletico, but it wouldn't have made a difference. We are now paying the price for everything that has happened since the summer of 2012.
Our situation right now is only slightly better than what it was for Juve some 4-5 years ago, and that's just because we have money. When they started winning again, it wasn't because they had fantastic players playing spectacular football. They won because they had a solid, hard-working team that could grind out enough 1-0s and 2-1s to get the points they needed. That is probably the type of players we need now too - and not star players who are wanted by the biggest clubs in Europe.
Because right now, as much as it hurts to admit it, we are far from being one of those clubs.
If someone at the club makes a plan there is no problem getting less and spending less this summer. But there has to be a plan for what the objective will be next mercato, next Serie A season, and next and then next.
Roberto Firmino from Hoffenheim to Liverpool for a fee believed to be in the region of €40 million. So we must expect to pay a lot if we want top players especially now that everyone knows we've got money.
This JM and Kondogbia case is about players want more money/more salary rather than prestige..(Snub 7x CL winner AC Milan to join Atletico/Inter)
JM case..he choose Atletico because of CL..?? c'mon this CL thing can be change within 1 season..next year Milan can come back to CL while Atletico can become not qualified for CL. And with all due respect to Atletico, they won't win 7x CL in near future.
as for Kondogbia, he choose inter Project..well yeah salary 5M/season is his Inter Project.... 
his case reminds me of David Suazo saga..so lets hope that he will end up like Suazo hahaha...

I second this opinion. I have low hopes that we will be able to attract talent the way we are at the moment. We've been in a steady decline for the past 5 seasons, and seriously our current squad and coach don't inspire much confidence for any new players who would want to play for a top club (lets not delude ourselves, in no way do we look even a decent club right now, much less a top club).
I'd rather we pick up young under-valued talents that fit with our system and actually have a potential to be good, and actually work on them for two or three seasons to build our reputation back up with youth, speed and actual motivation to show their worth, than pack the squad with high-cost, money-grubbing "stars" that may or may not even work for our system.
As I see it right now, even if we manage to grab 1 top class Forward and 2 top class Midfielders, I still don't see the team as a whole doing that great.
As of this moment, the only players I would even have an inkling of confidence in a starting lineup for us are:
Abate, De Sciglio, De Jong, Diego Lopez (yes I still think he'd be decent if the centerback PAIRING wasn't actually shit), El Shaarawy, Menez, and maybe a fully fit Monty.
Everyone else on our current roster either have issues with stamina/speed, or simply don't have the talent/potential to give us consistently decent performances.
7 players and 0 decent center-back pairings isn't going to win you games. Even if we went out and bought 4 top players, we can't actually play just those 11 for 38+ games, now can we?
You take a look at Chelsea, in the years they weren't doing so well, they went and brought in a trio of Willian, Oscar and Ramires when no one really knew much nor gave a damn about them (well... I gave a damn about Oscar, but that's besides the point). Now those three are NT-class players after spending a couple years subbing on and off from the sidelines at Stamford Bridge, AND they're still young and have potential to improve on it.
Sorry for sounding negative here, but I look at this current squad, and I cannot see any sort of plan being implimented at all. The so-called "Plan" we have keeps changing every year, its ridiculous.
I say if you really want to build a decent squad, you go grab a few healthy, experienced players (and by that I'm talking about aged 26-30), that can give us consistent, not spectacular, performances, and insert our potential youngsters into a set system that we will be expected to play for the next half-decade. That would actually provide us a platform to develop our more talented youngsters (like the year El Shaarawy came in) to take over the starting roles in a less pressured environment.
Seriously, give up on the "Big-Bucks, Immediate results, followed by years of decline because we cannot sustain investments" model that we seem to be trying out every year and a half. I hate seeing my team going through this endless cycle of waste year on year.

Going to Atletico now a player has way more of chance of winning the champions league.For a player joining Milan now there really is no prestige looking at the past players achievements will do nothing for a player thats actually actively playing.
Most if not all sources in France and Italy say Kondogbia chose Inter despite Milan offering more money in wage and bonuses.
Milan is in the shitter and are not a desirable destination anymore and it will take a few years to get to UCL let alone being a contender in it.It took Juve 5 years to get back to it and nearly a decade to being competitive.
Much more has to be done than signing 1 player for big money for the sake of looking like big spent.We cant attract good players let along very good or top quality players
Milan must lower their targets because theyre just wasting time on the likes of Jackson Kondogbia , now Imbula Witsel even Bertolacci looks like a stretch.
