With Romagnoli, I think what it comes down to is that the club feels there is a real possibility of getting him, hence they are continuing to negotiate for him. I'm not sure if they should continue or not based on the rumoured price, as right now I don't really know what stage negotiations are at and it's very difficult to tell if the new offers are likely to convince them or not.
What I do know is that Romagnoli is young, of a high quality, comes with a certain level of guarantees having played under Miha last season and looks set to have a future as a valuable player in Italy and for the national team.
With that in mind and with the belief that the club must be feeling they are making headway given they haven't balked at the asking price, I'd continue pursuing him. It seems that he's considered a valuable piece for the new project, so it only makes sense to try and commit to sealing the deal. Laporte has been the alternative, but costs much more.
The only other possibility is Maksimovic, who at this point I think is coming in with less guarantees (having not worked with Miha before) and less potential for growth, even if the cost is a little lower, even then I don't see him coming for under 15m. I'd consider a push for him if the Romagnoli deal falls through.
