True, with one more thing to add.

You can only sign 1 nonEU player per window in italian football, if you're buying the non-EU from abroad.
If you're buying a non-EU player from another Italian team he doesn't count as non-EU.

With an example :
1. Milan can't buy both Adebayor and Arshavin because they are both non-EU and play outside Italy.

2. Milan can buy both Adebayor and Vargas because even though both are non-EU , only one of them will be bought outside Italy.

Oh really? Let's look at previous summer mercato.
Juventus bought: Salihamidzic, Almiron, Vanstratten
Napoli: Gargano, Lavezzi, Zalayeta
Reggina: Alvarez, Barreto, Joelson, Halfredsson
Siena: Vero, Caetano, Fiorrest, Scardovelli
Roma: Nonda, Cicinho, Juan, Alvalez

They are all non UE players...

I'm 100% sure.
It's been like that for few years now.

And i know it makes no sence. Everyone knows it makes no sence. Galliani said many times that it makes no sence and how it hurts the Italian teams.

The combinations are simple.
You can buy 100 non-EU players if you're buying them from Italian club. You can buy only one single non-EU player if you're buying him from a non-Italian club.

That's the way I understand it too.

How many non EU-Players (or non EU-Passport holders) can each team purchase per transfer window in England & Spain that aren't already playing in their respective league?

That's a very good explanation. Thank you.

What does it mean here 'per window'? How many 'window' does a season have? I've heard summer transfer window and winter transfer window. Is this correct?

Does Eto'o already have EU-Passport?

I believe so.

Zapata playing in Italy wouldn't take the non-eu spot. Arshavin would take the spot, and Eto now being sworn in as a Spaniard is a good as a born EU player with all the rights and responsibilities.

Yes, this is my understanding as well (at least what I have read in Italian sources).

Unless....the super 17 clause is used!!

Then Barca will look like this...

And Berlu & Galiani a like this

And Barca fans will give Laporta this

And we Milan fans would be doing a lot of this...
