Exactly.

Barcelona are in a real mess economically and need to get rid of several players, but to think that such a player, if made available, would come to a cash-strapped Milan is just an unrealistic dream.
De Jong rumours are BS. We need to have 3 years of continous CL to reach that level.

Re : salary caps
Not gonna work for all Europe. But, I guess it sorta work for La Liga, considering Barca and Messi "had to" part ways due to the salary caps. But, it is better than nothing, I guess. But, if UEFA want a hard salary cap, it'd be hard to have only 1. A tiered salary caps may be more suitable, but then, they really need strong monitoring so that clubs can't cheat their way through accounting tricks.

But, in principle, I do support something like salary caps, which should give some level playing field to the teams.

Hauge's move to Eintracht Frankfurt will become a permanent one as soon as they have mathematically survived in the Bundesliga in the upcoming season.

They finished 5th last season, so although they've lost their top goalscorer in André Silva I still guess there's little chance of seeing more of Hauge in Milan.
