I think he means potential. At 27, players are pretty much all set with their ceiling. Unlike 18 or 20, they may still have a lot to hope for.

Because the duo cannot play every match, Kjaer is old and get weaker after such a serious injury. There are Romagnoli, Caldara and Gabbia but they are not reliable enough.

They are both some 22/23 of age if not mistaken, why shouldn't they? Botman is too expensive, we could invest that money say for a good RW or AM. Watching our games, its easily to be seen that the area where we are bleeding is the final third. 
Conceding 0 goals in the last games is a sign that the defense is in shape.Seeing that we are creating almost 0 upfront and we have to rely on Giroud or Leao or even our mid to score is a sign that our RW or AM are potent as my 88 yo grandpa.

Why does Botman need to be backup? There are 38 serie A games and 13 UCL games so with 3 CB, everyone will start over 30 games. For me, we need 3 starters for CB and 3 starters for MF. The rest of positions can have 1 starter. That is how I would build this team, there is no reason not to get another CB or MF of starter quality since he can cover 2 spots in the teams. I think Maldini think the same as me and that is why Botman and Renato Sanches are the main guys he want to secure.

Like hwmook said, we will have about 50 matches next season and 3 CBs are just enough to start those matches. A match needs 2 CBs -> 50 * 2 = 100 slots, 100 / 3 = 33 matches each player, enough to keep them fresh.

It is not harm to get Stam when we already have Maldini & Nesta.

A team should be build beginning at the defense.
