Pick any club you want ,it doesen't matter...you will not get loan from Eliot to buy it if you don't have other half of money. Cause no sane fund will grant you loan amount equal to 100% of value for item (club) you will leave as insurance. You can take around 50%. If club is worth 100M ,they'll loan you 50-60M to conclude deal. So ,guy without penny in his pocket ,can't take loan from Eliot to buy club. I mean ,he can ,but he can't do anything with that money if he don't have remaining 40-50M to finish the deal.
There is no way that Eliot can lose all of it's money in this exact type of business (specific loans for concluding specific business deals) ,and that's why they don't have to do detailed or any (if they're not obliged by some law) background check of person who wants loan.
Sure ,they can lose something if they fail to sell club for desired amount ,but that's risk they willingly took and highly unlikely.
Of course ,if one wants different kind of load ,than they will count his blood cells according to potential risks that loan brings ,but for this type ,there is no need cause their money is safe and easy to recover if he fails to refinance.

As Sampinjon said, he had to provide a substantial amount of money himself and Elliot provided the rest. The entire point here is that Elliot loaned 300mil and 20+% interest. If they don't get it back from Li, they'll get it back from the club. Milan will 99.99999% be sold for more than that by Elliot if it comes to that. Their risk, Li or no Li, is not so great.
As I said, no other owner takes loans out and puts the club itself as collateral. This should have NEVER been allowed. Elliot was very smart in this situation. I guess that's why they are who they are and are in the business that they are in. Very smart piece of business from them. A win - win no matter how you look at it.

Its okay dude.. no offence taken.. i was laughing while reading that part aniway.. i did get what u were trying to say though... i fully respect that.. the thing is i think Li might not be as big a cashcow as we hoped.. i doubt UEFA wouldnt have done a thorough check on him before doubting if the club was able to cover back its loans through its plans even with Li background..
Example.. if Abramovich was here instead.. i think we might not be in this trouble because the club would still not be in direct debt to a 3rd party.. even if the club wasnt making more money than it was spending.. the club wont be headed the way Leeds United went which was bankruptcy.. i think that was the crux of the issue.
The part where we even struggled to come up with 10m probably highlighted that in UEFA's view.. Chinese govt policy or not.. Yes. He simply coud not use their money if he didn't provided rest. To move and use their money he (or anyone else who take that kind of loan) must fulfill two conditions. 1- he must use it for purpose of buying Milan. 2 - that transaction MUST put Milan under his ownership (and automaticaly convert it into Eliot's insurance). So before he use Eliot money he first must give his "non Eliot" money to seller. It is not question if he had some money ,it is question how that money is obtained and from where and how it came to his possesion.
